分析下面这段话，

那么斜体部分是什么呢？我就想知道这三个的区别！

the value tag of the master information block in the system information 是系统消息中的master information block中的MIB value tag值，IE "MIB value tag" in "BCCH modification info" 是BCCH modification info这个IE中的MIB value tag值，而value tag stored in the variable VALUE_TAG是存储在手机中的变量VALUE_TAG中的MIB balue tag值。

意思是：手机在收到SYSTEM INFORMATION CHANGE INDICATION信令后，会将所收到的这条信令中的IE"BCCH modification info"中的IE"MIB Value tag"的值与存储在手机中的变量VALUE_TAG中的值比较，如果发现不同，则读BCH上的主系统消息块中的IE"MIB Value tag"，如果值和收到的SYSTEM INFORMATION CHANGE INDICATION中的MIB Value tag值相同，而和存储在手机中的变量VALUE_TAG中的值不相同，说明主系统消息块已经做了更新，然后按照"Actions upon reception of the Master Information Block"来更新从主系统消息块中得到的信息。
